They were not good years, particularly when combined with the Devine Tory crooks in Saskatchewan.  The Harperites remind me a lot of the socially conservative Devinites, but with a bit of experience now what with the likes of Harris (ON), Klein (AB), Campbell (BC) and Hamm (NS) having held the line. Alexie was named one of Granta's Best of Young American Novelists and won the Before Columbus Foundation's American Book Award and the Murray Morgan Prize for his first novel, &lt;span style="font-style:italic;"&gt;Reservation Blues&lt;/span&gt;, published in 1995 by Atlantic Monthly Press. His second novel, &lt;span style="font-style:italic;"&gt;Indian Killer&lt;/span&gt;, published in 1996, also by Atlantic Monthly Press, was named one of People's Best of Pages and a New York Times Notable Book. This book was published in paperback by Warner Books in 1998. &lt;br /&gt;&lt;br /&gt;...&lt;br /&gt;&lt;br /&gt;Alexie's recent honors include the 2003 Regents' Distinguished Alumnus Award, Washington State University's highest honor for alumni. His work was selected for inclusion in The Best American Short Stories 2004, edited by Lorrie Moore, and Pushcart Prize XXIX of the Small Presses. His short story "What You Pawn I Will Redeem" was selected by juror Ann Patchett as her favorite story for the The O. Henry Prize Stories 2005. Given the report below I say, &lt;span style="font-style: italic;"&gt;Not on my land, not in my name&lt;/span&gt;!&lt;br /&gt;&lt;blockquote&gt; &lt;a href="http://www.greenpeace.fr/stop-plutonium/en/20060530_en.php3"&gt;Radioactive waste leaking into Champagne's water supply - Levels set to rise warns Greenpeace&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Paris, May the 30th 2006 - Greenpeace today revealed that France’s iconic sparkling wine, Champagne, is threatened by radioactive contamination leaking from a nuclear waste dumpsite in the region. Low levels of radioactivity have already been found in underground water less than 10 km from the famous Champagne vineyards.&lt;br /&gt;&lt;br /&gt;Problems at the dumpsite, including water migration leading to fissures in the storage cells have been reported to French nuclear safety agency in recent weeks (1). Greenpeace has written to the Comita des Producteurs de Champagne to warn them that their production risks contamination, as experienced by dairy farmers in la Hague, Normandy.&lt;br /&gt;&lt;br /&gt;The waste dump, Centre Stockage l’Aube (CSA) in Soulaine eastern France, contains mostly waste from Electricite de France (EdF) and AREVA, but also includes foreign nuclear waste disposed of illegally under French law (2). Every week nuclear waste is trucked across France to the Champagne site. Once full, the dumpsite will be one of the world’s largest with over 1 million cubic meters of waste, including plutonium and other radionuclides.&lt;/blockquote&gt;Our &lt;a href="http://www.ir.gov.sk.ca/Default.aspx?DN=3494,3483,3385,2936,Documents"&gt;provincial government is extremely eager to build up the uranium industry&lt;/a&gt;. And don't get me started on the SK NDP!  Suffice it to say, money talks.&lt;br /&gt;&lt;br /&gt;The SK Chamber of Commerce hosted a splash in North Battleford a few weeks ago.  Former government appointee as President of SaskTel, Donald Ching, now President of COGEMA/AREVA, told the crowd assembled that Saskatchewan is the largest producer of uranium in the world, and through uranium refining done here, several billion dollars of added value can stay in the province. Mr. Ching indicated that exploration is increasing across the province eastwards from Lake Athabasca, and that they are set to expand mining at Cigar Lake, milling at McLean Lake, and processing uranium for nuclear power plants. He said that because the industry is heavily regulated, permits are required for different stages of development. This process includes an Environmental Impact Study, public hearings, preparation, filing and obtaining permits for building and decommissioning plans, establishing a Line of Credit or otherwise coming up with the money to fund the Decommissioning Plan for 25-30 years away. He thought that the plant would be up and running in 1-2 years.&lt;br /&gt;&lt;br /&gt;If AREVA/COGEMA is going to do it, it'll be over my dead body.  Greenpeace will surely keep a close watch as they are in France:&lt;br /&gt;&lt;blockquote&gt; &lt;a href="http://www.greenpeace.fr/stop-plutonium/en/20060529_en.php3"&gt;Illegal French nuclear waste dump must be removed and decontaminated - Greenpeace files legal challenge against AREVA&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;29 may 2006 - Cherbourg&lt;br /&gt;&lt;br /&gt;29 May 2006, La Hague, Normandy, France – Greenpeace activists from Germany, the Netherlands, Switzerland, Belgium, Japan and France entered the Centre Stockage de la Manche (CSM) nuclear dumpsite at La Hague in Normandy today to demand the removal and decontamination of the dumpsite. At 9.30am this morning, ten activists placed their countries’ flags on top of the dumpsite and a further four activists with banners declaring “France: Nuclear Waste Dump climbed onto the roof of the visitors’ centre.&lt;br /&gt;&lt;br /&gt;The activists represent the principal clients of French state reprocessing company AREVA that have disposed of nuclear waste at the CSM (1). An estimated 140,000 containers of nuclear waste disposed at the La Hague dump came from foreign nuclear utilities in Europe and Japan. Under French law, it is illegal to dispose of foreign waste in France. The largest amount of waste at the site was produced by Electricite de France (EDF). Greenpeace is demanding that the 1.4 million containers of waste in the CSM dumpsite be removed and repackaged.&lt;br /&gt;&lt;br /&gt;In a further challenge against illegal waste disposal in France, Greenpeace today is to file legal papers against the reprocessing company AREVA in relation to Dutch nuclear waste produced at the La Hague plant. In February this year, Greenpeace obtained an injunction against AREVA that forced the disclosure of its reprocessing contract with the Dutch utility EPZ (2).&lt;/blockquote&gt;We already have issues with contamination in SK thanks to Cameco.  A &lt;a href="http://www.icucec.org/current1.html"&gt;2002 report by Golder Associates&lt;/a&gt; says, &lt;i&gt;Thirty percent of the lake chub in Beaverlodge Lake have serious eye defects (mostly, cataracts and other eye problems as well as some other abnormalities&lt;/i&gt;.&lt;br /&gt;&lt;br /&gt;The &lt;a href="http://www.icucec.org/about.html"&gt;Inter-Church Uranium Committee Educational Co-operative&lt;/a&gt; has been following the uranium industry in SK for a number of years now. Retired Professor of Human Justice, Dr. Jim Harding, has written a brilliant piece on &lt;a href="http://www.icucec.org/edu-hardingsecret.html"&gt;SK's long history with uranium&lt;/a&gt;. Or, perhaps this is why the Harper picked up his marbles and ran away after the &lt;a href="http://politicsnpoetry.blogspot.com/2006/05/harpers-boo-boos.html"&gt;Gwyn Morgan thing&lt;/a&gt;.  Or maybe it does &lt;i&gt;smell like cheese&lt;/i&gt; as &lt;a href="http://dynamiteonline.blogspot.com/2006/05/senate-reform-proposal-smells-like.html"&gt;one  blogger suggests&lt;/a&gt;.  It's definitely a wedge issue, designed to score points over the Liberals next election.  But is the electorate really that fickle?  Will it be after experiencing this Minority government?  I mean, the Harper is scary! But here it is: &lt;a href="http://www.canada.com/reginaleaderpost/news/sports/story.html?id=89602197-82c5-43b4-8f75-ef1e023f0731"&gt;Harper's policies going the wrong way&lt;/a&gt; and I can't argue that!  In the article, he reports on the news conference/scrum when Ambrose was in town for the non-announcement on ethanol and he mentions Carol Skelton's visit to Regina for $66,000 feasibility study announcement. &lt;br /&gt;&lt;br /&gt;Buried deep in the piece is &lt;blockquote&gt;More importantly, while the Harper government seems fixated on saving nickels and dimes, the bigger picture often gets missed.&lt;br /&gt;&lt;br /&gt;Media reports are suggesting that the Tories are looking to axe deals the Liberals made with the provinces to reduce greenhouse gas emissions. This despite a recent report that Alberta's GHG emissions rose nearly 40 per cent since 1990, while Saskatchewan's jumped nearly 62 per cent -- the highest in Canada.&lt;/blockquote&gt;It reminded me that this NDP government has to deal with its gas, oil, and coal fixation and put even more effort into alternatives. &lt;br /&gt;&lt;br /&gt;Further down in the Johnstone article, he gets to the point:&lt;blockquote&gt;So the Tories are going to save a few hundred million dollars by chopping GHG reduction projects, all the while saying they can't meet the Liberals' Kyoto targets.&lt;br /&gt;&lt;br /&gt;Talk about your self-fulfilling prophecy!&lt;br /&gt;&lt;br /&gt;Similarly, the government chopped the EnerGuide for Houses program to save $45 million annually. Yet that same program levered probably 10 times that amount in energy-efficiency improving renovations.&lt;br /&gt;&lt;br /&gt;It also reduced average energy consumption and home-heating bills by one-third and greenhouse gas emissions by 30 per cent, or four tonnes per home per year. It's understandable for the Conservative government to want to put its own stamp on policies, such as Kyoto. It's another thing to systematically kill any program or project the Liberals had a hand in.&lt;br /&gt;&lt;br /&gt;That sort of mean-spirited, bloody-mindedness is not in Canadians' best interest.&lt;/blockquote&gt;&lt;i&gt;Mean-spirited, bloody-mindedness&lt;/i&gt;! The Prime Minister then weighed into the fray April 25, saying Canada's emissions had increased by 30 per cent above the Kyoto target.&lt;br /&gt;&lt;br /&gt;Other Conservatives jumped on the bandwagon, claiming the failure of Liberal Kyoto policies was obvious because in 2003, emissions were up by only 24 per cent but then jumped all the way to 30 per cent in one year.&lt;br /&gt;&lt;br /&gt;All those statements are factually wrong, according to the voluminous "National Inventory Report" prepared by Ambrose's own department and filed last month with the UN's Framework Convention for Climate Change, the agency that meets in Bonn.&lt;br /&gt;&lt;br /&gt;Comparing emissions to 1990, the key base year in the Kyoto pact, the report concluded that:&lt;br /&gt;&lt;ul&gt;     &lt;li&gt;Canada's 758 million tonnes of emissions in 2004 were 26.6 per cent higher than the 599 million tonnes in 1990 — not the claimed 30 per cent.&lt;/li&gt;   &lt;/ul&gt;   &lt;ul&gt;     &lt;li&gt;After adjusting for better information, the correct figure for 2003 emissions was 25.9 per cent higher than in 1990 — not the quoted 24 per cent.&lt;/li&gt;   &lt;/ul&gt;   &lt;ul&gt;     &lt;li&gt;The year-to-year emissions increase was four million tonnes — one of the smallest annual hikes recorded — because less coal was burned in electrical power plants as nuclear plants came back into service.&lt;/li&gt;   &lt;/ul&gt;&lt;/blockquote&gt;Fudging numbers to make Kyoto commitments seem impossible to reach is deplorable for a party that campaigned so righteously to &lt;i&gt;Stand Up for Canada&lt;/i&gt;! One must wonder if the decision has anything to do with citizen action in &lt;a href="http://www.canada.com/edmontonjournal/news/story.html?id=73e135dc-e7b1-455b-b0c4-bd957b2cb481&amp;amp;k=96228"&gt;Edmonton&lt;/a&gt; and &lt;a href="http://politicsnpoetry.blogspot.com/2006/05/ambrose-would-not-face-dissent.html"&gt;Regina&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;And the Harper is doing some &lt;a href="http://www.theglobeandmail.com/servlet/story/RTGAM.20060527.wxfunerals27/BNStory/National/?page=rss&amp;id=RTGAM.20060527.wxfunerals27"&gt;serious back-peddling&lt;/a&gt; on the issue of media attendance at the repatriation of fallen Canadian soldiers. Nichola Goddard's father&lt;/a&gt;: &lt;blockquote&gt;"&lt;em&gt;I would like to think that Nichola died to protect our freedoms, not to restrict them. I cannot support the privacy decision. There was room on the tarmac for a military videographer and a still photographer. P. As a result, the SES is now coordinating the formulation of a&lt;br /&gt;¡ÈSaskatchewan Citizens¡Ç Statement of Expectations on Water Protection and&lt;br /&gt;Governance.¡É  The hope is that citizens and organizations will come&lt;br /&gt;together to create a clear, concise statement of citizens¡Ç expectations on&lt;br /&gt;issues such as:&lt;br /&gt;- Wetlands protection;&lt;br /&gt;- Water exports;&lt;br /&gt;- Water conservation;&lt;br /&gt;- Source water protection (protecting watersheds in order to protect&lt;br /&gt;drinking water quality and quantity);&lt;br /&gt;- Water pricing and allocation (commodification vs. the human right to&lt;br /&gt;water);&lt;br /&gt;- Water diversions; and&lt;br /&gt;- Drinking water safety and the prevention of contamination by chemicals and&lt;br /&gt;other toxins.&lt;br /&gt;&lt;br /&gt;The late-May/early-June consultations in several centres are one part of a&lt;br /&gt;broad-based initiative will include several steps:&lt;br /&gt;&lt;br /&gt;- Meetings and consultations to develop a Statement of Expectations;&lt;br /&gt;- Work to expand and link together the network of Saskatchewan citizens and organizations working on water issues;&lt;br /&gt;- Additional consultations and finalization of the Statement of Expectations;&lt;br /&gt;- Efforts to gather sign-on from a wide range of organizations;&lt;br /&gt;- Presentation to government; and&lt;br /&gt;- Continued work as government policy is developed to ensure that local and provincial government policies reflect the wishes of Saskatchewan citizens.&lt;br /&gt;&lt;br /&gt;The Statement of Expectations process has worked very well in Ontario.  In that province, organizations led by Canadian Environmental Law Association and Environmental Defence created an &lt;i&gt;&lt;a href="http://www.thewaterhole.ca"&gt;Ontario Source Water Protection Statement of Expectations&lt;/a&gt;&lt;/i&gt; (focused slightly more narrowly-on watershed protection in the context of drinking water purity).  The Ontario document exists in both long and short forms and can be accessed at their website.&lt;br /&gt;&lt;br /&gt;In the wake of the North Battleford water crisis and in the face of growing uncertainty about water supplies and quality, Saskatchewan governments at all levels are working to create new policies on water allocation, protection, conservation, and security of supply. Grass opened the 72nd International PEN Congress, &lt;a href="http://www.internationalpen.org.uk/index.php?pid=33&amp;aid=428"&gt;&lt;i&gt;Writing in a World without Peace&lt;/i&gt;&lt;/a&gt; this week, where writers from more than 90 countries are gathered to share information regarding &lt;a href="http://en.wikisource.org/wiki/Universal_Declaration_of_Human_Rights"&gt;freedom of expression&lt;/a&gt; and writing around the world.&lt;br /&gt;&lt;br /&gt;At the &lt;a href="http://www.pencanada.ca/about/index.php"&gt;PEN Canada website&lt;/a&gt; is a &lt;a href="http://www.pencanada.ca/media/RAN12May06-Iran.pdf"&gt;Take Action&lt;/a&gt; item regarding Iranian-Canadian writer and philosopher, &lt;a href="http://iranproject.info/"&gt;Ramin Jahanbegloo&lt;/a&gt;, who has been detained in Tehran since about April 27, 2006.  He has not been informed as to why he is being held, but there are some suggestions that it is because he has &lt;span style="font-style:italic;"&gt;contacts with foreigners&lt;/span&gt;.  The UK-based &lt;a href="http://www.opendemocracy.net/democracy-irandemocracy/openletter_3578.jsp"&gt; Open Democracy&lt;/a&gt; says Mr. Jahanbegloo is &lt;i&gt;a philosopher committed to the principle of non-violence&lt;/i&gt; and that he &lt;i&gt;has worked tirelessly to foster cultural understanding and dialogue between Iranians and other societies&lt;/i&gt;. According to Peter MacKay's leaked Briefing Notes, the Harperites know that a pull-out from Kyoto will&lt;a href="http://www.ctv.ca/servlet/ArticleNews/story/CTVNews/20060513/kyoto_credibility_060513/20060513?hub=Canada"&gt; damage Canada's international reputation&lt;/a&gt;.  The Harper and the Ambrose and the rest of the UltraCons are more than wrong on this.&lt;br /&gt;&lt;br /&gt;I concur with Halifax Chronicle columnist, &lt;a href="http://thechronicleherald.ca/NovaScotian/505016.html"&gt;Richard Gwyn&lt;/a&gt; who says, &lt;i&gt;What’s missing from Ambrose’s equation is what’s known as leadership. As I learned in &lt;a href="http://www.democracynow.org/article.pl?sid=06/04/19/1312253"&gt;Amy Goodman's April 2006 interview with him&lt;/a&gt; he was a peaceworker accused of conspiracy and imprisoned by the dictatorial Nigerian government of the late 60's.  He spent almost two years in solitary confinement, an attempt he says, &lt;span style="font-style:italic;"&gt;to break his mind&lt;/span&gt;.&lt;br /&gt;&lt;br /&gt;My favourite nugget from what I've read of Soyinka's work thus far:  &lt;a href="http://www.creativequotations.com/one/950.htm"&gt;The greatest threat to freedom is the absence of criticism.&lt;/a&gt;  Do you think &lt;a href="http://www.cbc.ca/news/background/realitycheck/20060518gray.html"&gt;the Harper&lt;/a&gt; and his merry band of &lt;a href="http://www.fraserinstitute.ca/"&gt;UltraCons&lt;/a&gt; and &lt;a href="http://www.mauricevellacott.com/Newsroom/May%2010,%202006%20-%20Vellacott%20statement%20-%20Eng.pdf"&gt;right-wingnuts&lt;/a&gt; could learn something here? The program is still on the federal government's website.  And Quebec's PM, &lt;a href="http://www.macleans.ca/topstories/canada/article.jsp?content=20060522_127138_127138"&gt;Jean Charest and the Harper are great buds&lt;/a&gt;.  Makes me wonder if pulling this one off might help the Harper save face in Quebec and the rest of the country.  &lt;br /&gt;&lt;br /&gt;Environmental organizations &lt;a href="http://www.sierraclub.ca/national/getinvolved/item.shtml?x=961"&gt;have called for action&lt;/a&gt;, insisting the Harper reverse this cut.  But would he do so at the expense of the &lt;a href="http://thetyee.ca/Views/2006/04/20/PresidentHarper/"&gt;Alberta oil industry&lt;/a&gt; and those who paved his way to 24 Sussex?&lt;br /&gt;&lt;br /&gt;Then again, one can't help but wonder if this meeting will be a &lt;a href="http://www.ir.gov.sk.ca/default.aspx?DN=3564,3541,3538,3385,2936,Documents"&gt;nuclear energy love-fest&lt;/a&gt;.  After all, the nuke-loving Australian PM, John Howard, &lt;a href="http://www.ctv.ca/servlet/ArticleNews/story/CTVNews/20060519/nuclear_harper_060519/20060519?hub=Canada"&gt;recently met with the Harper&lt;/a&gt;. The severely limited debate on the extension of the mission in Afghanistan has &lt;a href="http://www.acp-cpa.ca"&gt;the peace movement rejuvenated&lt;/a&gt; and working toward the next election. And, though the Harper won the vote in the House and succeeded in splitting the Liberals, he will definitely &lt;a href="http://www.vivelecanada.ca/article.php/20060517091834621"&gt;lose support in Quebec&lt;/a&gt; as a result of this.&lt;br /&gt;&lt;br /&gt;Boo-boo Number 3 has to do with the visit of Ozzie PM &lt;a href="http://ca.news.yahoo.com/s/18052006/2/national-australian-prime-minister-addresses-packed-commons-lauds-u-s.html"&gt;John Howard&lt;/a&gt;, another union-busting, nuke-loving, neo-conservative Bush-lover.
